A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Donald Labrecque, Denise Valerino, Lynn Moore, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Amy Huter, Dan Record, Kevin Carpenter, Tim Forestall, Roland Pinette, Autie Hamilton, Scott Losier, and a member of the press.
MINUTES On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the minutes of the December 3, 2015 meeting, public session and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the warrants dated, December 14, and December 21, 2015 for the amounts of $12,627.66 and $96,990.85. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT The financial report was reviewed and approved by the Board.
COMMENTS None
POLICY JFABD-R On a motion by Donald Labrecque, seconded by Denise Valerino, the Board voted to approve the second reading of Policy, JFABD-R – Admission of Homeless Students. The motion passed unanimously.
REVISION JICH By consensus the Board decided to table the revision to Policy JICH – Drug and Alcohol Use by Students.
FY17 CALENDAR On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to approve the FY17 School Year Calendar as presented. The motion passed unanimously.
EMER. CARE A motion was made by Louise Valliere to amend the Emergency Care First Aid policy to include administering narcan by the school nurses and to send that amended policy to our attorney for review. The motion failed due to a lack of a second motion.
STUDENT REP On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve student representation as a school board member. The motion passed unanimously. The Board directed Administration develop a procedure to enact this.
SUPER’S REPORT The Superintendent informed the Board of the following issues:

COMMENTS None
MEMBER BUSINESS Donald Labrecque does not feel that the use of narcan should be broached unless School Administrators and School Nurses are in favor of doing so. He requested that narcan be on the next School Board agenda.
Corinne Cascadden shared information on the Community event, The Hungry Heart.
NON-PUBLIC On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:45 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:48 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.
BEST INTEREST On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve the Superintendent’s recommendation to allow a Grade 11 Berlin student to continue to attend Gorham Middle/High School until June 10, 2016 under the statue Best Interest of the Child. The district agreed to pay SAU #20 a total of $9,227.68 for tuition costs from December 18, 2015 to June 10, 2016 (107 school days).
STAFFING On a motion by Donald Labrecque, seconded by Denise Valerino, the Board voted to approve the following staffing changes:

Nathan Roberge – Boys Interscholastic Basketball Coach – Hillside School

Dana DeBlois – Boys Intramural Basketball Coach – Hillside Schools
The motion passed unanimously.
All nominations are contingent on the applicant passing a background check.
ADJOURN On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 7:50 p.m. The motion passed unanimously.

NONPUBLIC SESSION
December 17, 2015
On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:45 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.
The Board discussed staffing.
A Best Interest of the Child request was discussed.
The Superintendent discussed the renewal of her contract and her evaluation.
On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:48 p.m.~ The motion passed unanimously.~
